Toledo mayor has plan to solve budget deficit - "The Ford administration has settled on $11.1 million worth of layoffs and money transfers to close a $12.1 million shortfall in the 2003 budget and is weighing a combination of layoffs and 'revenue enhancements' for the last $1 million in savings. The city has a little over a month to approve a balanced budget for the current year."
