Cartygate? - Someone has to get this posting started, I guess it's me.
Kevin Milliken at 24 (again!) broke a story about Carty spending $10,000 of city money to put a shower and exercise equipment in his office.
The controversy involves the fact that expenditures over $10,000 have to be approved by council; so to avoid bringing the project to council it was broken down into 2 smaller projects.
The link has yet to be posted, and I will update as soon as possible.
I found it humorous watching Carty try his darnest to be nice to Kevin Milliken.
What do you all think of this?

Yeah,
I heard that on WSPD this afternoon. Whoever Wilson was interviewing said that when asked about the financial information Carty said something by the way of [I don't know how the bills get paid] or [I don't handle those matters].
Yeah, the bill was trimmed so that it came under 10,000 because those exp. under that amount do not have to go in front of city council.
I want a new treadmill and shower in my office, can anyone who pays taxes please send me some of their money so I can get a savings account going?

By re-electing Carty, we just handed him what he oft before demonstrated that he loved: the Toledo checkbook. It should not surprise anyone, then, that he's scribblin' away.
For about the $10000 figure, how many average citizens of Toledo would have to supply all their city income taxes to cover it?
On top of that, is Toledo's mayor too poorly paid to afford his own exercise equipment?

Documents show the Mayor had plumbing, carpentry, painting, and electrical work done to install a tile bathroom in his Mayor's office suite. Spending 9-thousand 996 dollars, 4-dollars short of the magical 10-thousand dollar mark...
A spokesman for the administration says, that in order to stay healthy, Carty needs to exercise. And after using the 22nd floors small exercise room, he needs to shower before resuming his duties as Mayor.

I heard a caller at the end of Bob Frantz's show Thursday evening say this shower-thing is no big deal because ceramic tile needed replaced, and we know ceramic tile work is time-consuming and expensive. But still, $10,000?
Yo, nick44! Your topic from last week titled, "Ceramic Tile Nightmare" is timely. How big of a shower would it have to be to require $10,000 worth of ceramic tile work? Is Carty holding meetings in the shower? Like that one commercial says, most of the good thinking takes place in the shower. Maybe Carty installed a computer in his shower.

Really, don't complain. Toledoans knew whom they were voting for. I voted for Keith W. in the primary, and Jack Ford in the general (only because Carty was the only one up against him). Regardless, we can't recall someone for the majority electing him. As far as I can tell, he's done nothing illegal. But, he hangs out with McCloskey, so who knows.

I think I know what this is about.
From a January 29, 2006 Blade story titled, "Neglect persists for North Toledoans."
"Carty Finkbeiner, running his successful campaign for mayor, also attended the meeting. He issued a statement in which he too promised to work with the neighborhood to create youth programs, help start a job training program, and develop a family community center."
There you go. Carty built a $10,000 community center. North Toledoans should visit Carty and demand passes for the facilities.

From today's Blade:
Michael Sullivan, property manager for the Reuben Co., which manages Government Center for the Ohio Building Authority, said yesterday that the administration initially requested additional work, including a new conference room.
The estimate of $13,976 was rejected and the conference room was dropped. Two new estimates were obtained: the $9,996 shower project and $819 to install new electrical receptacles and a data opening.
Bid documents obtained from Mr. Sullivan show that the estimate for painting the shower stall was cut from $200 to $190, bringing it under $10,000. Robert Reinbolt, chief of staff for the mayor, said he didn't know if that was an intent of the cost-cutting. He said he canceled the planned conference room to save money.
In my opinion, a nicer conference room might have been justifiable. Perhaps Carty didn't need a new conference room since folks like Bill Carroll and Maggie Thurber are not invited to many meetings.
I do have to admit that my thought was Carty was the lesser of two evils, and he does have his positives. No one can dispute his passion for the city, although his attitude about Westgate has disappointed me.
Also, $10,000 doesn't go too far now a days in home improvement. I remodeled my bathroom several years ago and cut many corners and still managed to spend $3,000. That was even without replacing the shower, ha-ha.
I also put in a new counter top and dishwasher in my kitchen, cutting expenses wherever I could, and managed to still spend $1,000.

It looks like the closet Republican, Carty, is using the typical Republican tactics [note Noe, Schultz, Thurber et al] to dodge the spirit of the law. Compounding this ugly scheme is fellow Republican Ludeman who coddles Carty and tries to make it all nice.

I wonder if the right Building Permits were issued for this project. I checked the city website for the permit but was unable to find it. Site may just not be updated.
I would also be interested what construction firm was awarded the contract. Was it local or non-local, union or non-union.
Personally I do not have a problem with the whole thing. Although the $10,000 might have been better spent elsewhere, if Carty is using a contractor based in Toledo, I will look at it as a $10,000 investment into our local economy.
Also, as with any property that is being leased or rented, improvments have to be made from time to time. Since this is a public office building, the taxpayers become the landlord and are responsible for the upkeep.
The fact that this improvement benifits the Mayor is a non-factor. Long after Mayor Carty is gone, the shower will still be there for the next Mayor.

I re-opened new user sign-ups a couple days ago. toledo_lurker joined Toledo Talk yesterday. But based upon the above toledo_lurker comment and another comment, I detected a familiar tone. I just now checked the comments database table, and my suspicions were true. toledo_lurker shares an IP address with only one other user. That would be limedrops911.
LD or TL, I guess you can forget about a career as an undercover agent. You really need to do a better job of hiding yourself.
Now maybe toledo_lurker has a perfectly good explanation why the account uses the same IP address as limedrops911. Could be another user in the same household, or TL just happened to be assigned the same IP address as LD. I'm open to explanations, TL.
Simple yes/no question for you toledo_lurker. Are you limedrops911?

Well, jr, if you're going to start tracking users like that, then put their IPs on their posts... it sure would be interesting to see who here is posting from work and where they're working... betcha some of the IPs come back to various government-owned computers or other places various people here could get really worked up about.

No, I don't want to get into that. That kind of stuff doesn't matter to me. The last time I can remember checking IP addresses was about a year ago when I suspected another user of posting as two different people. I was right in that incident.
It could be that others are posting as more than one person here too, and I just haven't picked up on it. I'm not going to write a script or do SQL statement to see what's going on at the IP address level just for the heck of it. I don't care that much about it. I'm not that curious.
I don't analyze web server log files. I don't keep the log files. I don't care about the log files. The IP address is stored for each comment in the database table in case I suspect a user of abusing the site.
This site is free for anyone to use but not abuse. A little trust goes both ways. I do nothing with the e-mail addresses nor with the IP addresses, except in an incident like this. Twice in about a year now I've checked the IP addresses for suspicious behaviour.
I don't like doing this. I have to fire up my SSH client, log onto the server, startup the MySQL client, and then run a series of SQL statetements. That's the only way I can see IP addresses, and that's too much work me. It's too systems adminny. I don't have anything in place to make this checking easy for me. I'm too lazy to make it easy for me because I rarely have a need to do this.
I'm sure other blogging tools make IP checking/resolving super-duper easy for the administrator, but when this site started, I wasn't storing IP addresses in the comments table. That was added early last year.
Maybe the privacy statement needs updated to mention that IP addresses are stored in the database but are only accessed by the administrator when site abuse is suspected.

limedrops911, obviously, you're not paying attention. You're playing cute games. Where do you see your IP address? Where did I say I publish IP addresses? I didn't and I don't. That would be a violation of the privacy statement even if IP addresses aren't specifically mentioned in the statement. It would still be a violation.
Are you aware that your employer is tracking your internal IP address at work and logging all your external web surfing and e-mail activity? And why? In case your suspected of suspicious behavior, systems will be contacted to run a report on you.
If you don't like websites storing your IP address, you better disconnect from the Internet forever. Nothing unique is happening here. The IP address info comes from your system. Even if I don't want your IP address, the hosting company's web server stores your IP address in a log file, but that log file is cleared out every day, and another log file is cleared out every week or two. And I already said, I don't look at log files.
The web server receives a user's info and makes it available to web apps. It says, "Hey, I got this data. Do you want it?" I started storing the IP address info in the database a year or so ago because of people like you limedrops911 or toledo_lurker. Hoping people had common courtesy to not do goofy things here was expecting too much. So I had to put in more "admin stuff."
People who use blogging services like Blogger and Typepad, do you have the ability to see the IP address of someone who posted a comment to your blog?
Movable Type and Wordpress users, don't you have an IP banning option? How else could you ban an IP if you didn't catch that info from the web server?

The only way for that to be truly effective is to ban all IP packets at the NIC. The real troublemakers will get VPN connections, anonymous proxies, and anything else to circumvent the ban.

Limedrops at one point had about 6 or seven handles that he would log into when Frantz had a forum on wspd's site.
It got so bad that he would conduct conversations with himself because no one else would.
Anyhow, as for Carty, it's like KrazyKat mentioned: The next mayor will benefit from the update.
Besides, doesn't the man have a health problem that requires him to work out regulary. Says a lot about the man's commitment that he prefer to work out in the office than travel to a gym somewhere, it allows him more time in the office too.
This really is much ado about nothing.

I noticed toledo_lurker failed to answer my simple yes/no question. And why didn't toledo_lurker suggest that maybe TL was posting from the same company as LD, which would mean two different users would have the same IP address. No explanation. Just huff and puff.
Actually, I think TL/LD might be the first user where I've looked up IP address info in the database. The other incident, assuming there have only been two, occurred in the first half of last year. And in that one, I believe I looked at whatever web server log file info was available, which was a pain. I think after that is when I started storing IP address info in the database. Some time in 2005 I started doing that.
And without that info in the database, I could not have proven that LD and TL were using the same IP address, which doesn't necessarily mean they are the same person. That's why I gave TL a chance to explain.
The web hosting company provides two web server log files. The one is blanked out every day. The other is suppose to store up to two weeks of web traffic data. It's suppose to be blanked out at the beginning and middle of the month, but for some reason, that file gets blanked more often than that in my account, not that I care. Maybe it's based upon size. Maybe when it reaches a certain size they blank it out.
The point is that the bigger log file that should have data going back to the 15th only has data back to the 19th. LD's account was deactivated on the 16th, which means I have no web server log data with LD's traffic. TL started posting on the 23rd.
So if I only relied on the web server log files, I would not have been able to compare LD and TL for similar IP addresses. To get around this, I would have to create my own process to backup web server log data, which is a waste of disk space and a pain to work with. SQL in a database is much easier.
I would have re-activated LD's account next week. What's the point of posting as more than one person? Allegedly posting as more than one person. TL provided a weak defense. I'm left to guess that some people don't like getting busted.
And this LD/TL discovery was because of a familiar tone in a couple of TL's comments. If you're going to do the multiple personality thing, at least get a different writing voice for each account.

Yes, Jr. I use Typepad, which allows access to IP addresses for the purposes of monitoring the board. And yes, I had the exact same problem with LimeDrops. He posted under 3 or 4 different names on my board, all with the same IP address, which I summarily banned from the blog.
And WhiteAfrican is right, as well...LimeDrops had about a half-dozen names on my old WSPD message board...again from the same IP address. LimeDrops, LiberalDem, TheWatcher, and a few others. Now you can add Toledo_Lurker to the list.
Nice detective work, JR...although it doesn't take much with this guy, does it?

I shouldn't even address this since it is from our trolling friend, but I heard someone on the radio basically remind us that Jack Ford did the same thing using public money for his re-election campaign under the cover of "Toledo Works".

I agree with lloyd, I'd rather see a workout room/shower, than Ford spending other people's money for billboards under the pretense of 'Toledo Works', when in reality, they were an expensive campaign gimmick for him. Ditto the cash to his NBA buddy. And all the advisors, etc. he paid for. However, I think if the shower was not bought with Carty's money, then it belongs to the city, right? Does that mean that anybody else who works in the building can use his shower? The Blade did say that the exercise equipment was donated, and available to others to use. Wonder if the same holds true of the shower? I dunno, I am torn. Every other mayor, city employee, has been able to fit in his personal workout/shower either before or after work. I withold judgement till I see what Carty does and brings to Toledo. If he does well, I can overlook the shower.

I can't believe this story has spread beyond Toledo. On Sunday evening, I spoke with my Mom who lives in eastern Ohio, and she said her local Sunday paper had the story about Carty's shower.
I guess not much is happening news-wise in the hills. Then again, to the hill-folk, any news concerning a shower is published in the "New Technology" section of the paper. Most still scoop water out of the creek on Saturday night. I have a t-shirt that says so.
