Don't these people know how to play the game??? - As we all know, TPSD is negotiating a contract with the new Superintendent of Schools. In a Blade article on the subject, Larry Sykes said...
"We are going to get it done," Mr. Sykes said. "He is the only person we are negotiating with."
Why would you say this? That comment throws all bargaining power out the window.
When these people leave the TPSD Board, I hope they all land jobs at a used car lot. I'm sure I could walk away with a pretty sweet deal!

You're asking about the finesse of a man that doesn't have the manners to remove his hat indoors! What else would you expect?

Well the rumor is in and it says that, according to a reliable source in my building, TPS and Harner are going their separate ways. I have heard that they couldn't agree on a contract combined with the fact that board renewed all the contracts of the higher ups at the board led to the falling through of the deal. I sure hope we didn't waste another 50k of the taxpayers money for a search to wind up with the guy we already had all along. Of course they did it with Sanders, so why not think they would do it again with Foley.

I'm concerned. I heard it said early on that there was going to be game playing and that the majority of the board had decided on Foley. If that's so then to have hired ProAct and spend the money was not a legitimate purchase. And it should be paid back.
Would be interesting to have the situation, including past history of a like nature, all heard out by a third party.

tpsteacher24, since your tidbit of info made it on the WSPD news today (April 19), which led to Sykes being asked about it for which Sykes said he had no comment, do you have any additional info? Is the rumor more than a rumor?
The most recent stories I see in our local media about TPS and Harner are these :
* April 10 WTVG - TPS search stalled in contract stage : "The question is: Should he be paid the same salary as former superintendent Eugene Sanders? Sources within the district say other issues stem from a Toledo Journal article. Harner said in the story he was "noncommittal" about enrolling his 15-year-old daughter in Toledo public schools. Parents believe it is a red flag."
* April 11 Toledo Blade - TPS board discusses contract for school chief : "Member Larry Sykes said the board remains unanimous in its support of Mr. Harner. Mr. Sykes said the board is negotiating through attorneys, not directly with Mr. Harner. A district official has told The Blade Mr. Harner's attorney proposed a contract to the board, and the board made a counteroffer."
* WSPD reported today that according to TPS, contract talks "with" Harner are still ongoing.

As I stated initially, it is a rumor that I heard from someone in my building that is usually on top of things as far as the board and admin. goes. That is really all I know. Whether it is true or not remains to be seen, but I just thought I would renew the topic because I think it needs to be discussed if we are ever going to get an answer from the board.

April 20 Blade story titled 2 sides close to a contract, Harner says :
Mr. Harner denied rumors circulated yesterday by a Toledo radio station that negotiations had broken down. "My attorney is still talking to the board's attorney, and I'm hoping to get negotiations behind us very soon so we can get to work," Mr. Harner said.
Board President Deborah Barnett said she heard the rumor that negotiations ended and stressed that it was false. "We have to treat rumors as rumors," Ms. Barnett said. "I think we are very close to making some kind of announcement."
School board member Larry Sykes said the board remains unanimous in its support of Mr. Harner and noted that the length of time to reach a contract agreement is "not abnormal."
Mr. Harner has declined to say if his teenage daughter would attend a Toledo Public high school. He refused to comment any further about the contract negotiations because Toledo Board of Education members told him not to talk with reporters. It is still unknown how much Mr. Harner will be paid.

Well this makes Larry Sykes appear to be communicating in a way that is less than honest.
It is very abnormal to announce that you intend to enter negotiations and then fail to do so for a protracted period of time. It is very abnormal to spend more time negotiating a persons' employment options with ancillary unions that will NOT be employing that person than with the person you will BE negotiating to hire. This is all very abnormal and indicative of a problem.
This makes people worry. Particularly when the best predictor of future behavior is past behavior and Mr. Sykes has quite a track record in my opinion - of problematic conduct.

April 24 Toledo Blade story : Harner withdraws his acceptance of Toledo school superintendent job.
Excellent job, tpsteacher24. You were correct. So the crapola spewed by the TPS board and Harner at the end of last week was a lie.
tpsteacher24, continue to keep an ear to the rail and let us know what else comes rolling along that won't get reported in the media until the following week.
"Mr. Sykes declined to comment on the contract terms being sent back and forth between the two sides."
Why the silence when this involves a public school funded with taxpayer dollars?

tpsteacher - you were right on point. It struck me as odd when you posted the other day. It seemed to me that since it worked so well the last time around, they'd try it again.
No silence jr - I will be causing as much trouble as can be brought.
I think I've identified the players, started to document their interest and their conduct on the matter.
We're close to being able to bring a hearing on the facts and a very public discussion.

So the fall-back choice will be interim Super John Foley? Toledo Talk search of "John Foley."
The Dec 2006 thread about Ohio's school voucher program being expanded pointed to a Blade story :
"Interim Toledo Public Schools Superintendent John Foley called the vote "a challenge to urban education" and "a slap in the face to teachers. It doesn't support us making progress but hinders our progress," he said."
May 2006 comment that pointed to a Blade story about Ohio's school voucher program:
"John Foley, TPS interim superintendent, said the public should decide if taxpayer dollars are used to support private and religious schools. "I think they are determined to provide funding that undermines public funding from public schools," Mr. Foley said."
What a shock that Foley is yet another anti-child, anti-education militant.
From the Dec 2006 Blade story:
"The following school buildings have been in academic emergency or academic watch for two of the last three years, making their students eligible to apply for vouchers:"
TOLEDO
Chase Elementary
Cherry Elementary *
Fulton Elementary
Garfield Elementary
Nathan Hale Elementary *
Jones Elementary
Lagrange Elementary
Leverette Elementary
Libbey High
Lincoln Academy for Boys
McTigue Junior High
Newbury Elementary
Pickett Elementary *
Raymer Elementary
Reynolds Elementary
Robinson Junior High
Scott High *
Sherman Elementary
Woodward High *
(*) Currently in program
Good progress. Somebody should ask Foley why so many schools are on academic emergency or watch.
March 21, 2007 Blade story:
"John Foley, a 30-year employee with the school system, was one of three finalists for the superintendent job."
Good grief, Charlie Brown, 30-years with TPS. The system feeds itself.
Report Cards
School year : Number of academic standards met by TPS
01/02 : 5 out of a possible 27
02/03 : 6 of 22
03/04 : 7 of 18
04/05 : 4 of 23
05/06 : 6 of 25
Foley is associated with that "progress" so let's make him the full-time Super. Maybe this great progress is one reason why Harner didn't want his kid attending TPS.
From a Nov 2006 comment by sflagg:
"Foley's children attended parochial school. Foley told me it was because he and his wife were brought up in that environment and wanted their children to have the same experience."
Sure.
Foley has the required talent for spreading manure when it's levy time. Oct 2005 thread that pointed to a Blade story titled TPS promises full details on levy spending.
"A proposal to use some of the nearly $24.4 million generated by the tax over five years for the district's new building program has fueled criticism from three candidates running for the Toledo Board of Education and mayoral candidate Carty Finkbeiner."
"John Foley, chief of staff for Toledo Public Schools, said the criticism is unwarranted. "We are going to develop some information and make it public," he said. "At that point, we will let the public decide if they want warm, safe, and dry schools or if they don't." "
Some comments by others in that Oct 2005 thread:
lloyd: "What a smart arse comment. That alone is almost enough for me to not vote for the levy. I don't think the public buys into guilt and intimidation tactics like this. Of course we want warm, safe, and dry schools....what a stupid thing to say....what an insult to our intellect."
Hooda_Thunkit: "Lloyd, you are 100% correct. You see, Foley, Sikes, et al suffer from oxygen starvation; being so far above us, the common folk. Don’t judge them too harshly, oxygen starvation leads to feelings of superiority and also promotes an attitude of arrogance."
GuestZero: "Foley is very much indeed the icon of the things I've complained about (and so have many others) about the entrenched retards in the TPS administration."

Many of us were hopeful, honestly just to have Sanders gone. Then Foley really sounded positive but he just fell into the same slot his predecessor wore in our backs.
Also, I supported our new Governor and now he's trying to yank the voucher program and the charter school system.
"New Ohio Governor Targets School Vouchers
Listen to this story... by Bill Cohen
Morning Edition, April 20, 2007 · More states are enacting programs that use tax money to help parents meet tuition at private schools. But Ohio's new governor, Democrat Ted Strickland, wants to reduce the use of school vouchers. Teachers' unions support him. Many parents and students do not."
"Our view: Strickland wrong on charter schools
From critics: Charters a 'dismal' failure
By Dayton Daily News
Sunday, March 25, 2007
Gov. Ted Strickland got gasps of approval from Democrats when he recently called for a moratorium on new charter schools. Then he added — to more applause — that he wants to stop giving "vouchers" to students in troubled public schools (except in Cleveland) so they can transfer to private schools."
When he actually said this when RUNNING for office. (This is Charlie Brown and the football all over again)that he would have a public funding plan when he took office....he didn't.
He ran as a minister and promised to address public education - prominently.
Well no reasonable person would have any idea from this that he was planning to do anything but address the public school system.
Instead he moved to cut every advancement and choice we've carved out for ourselves, which creates competition for the public school systems - and if left in place would undoubtedly result in a significant change in the quality of the services from the public schools.
