GARBAGE! PERIOD. - GARBAGE. This smells to high heaven, starting with the 21 st floor of Government Center. Who asked the residents if they wanted to contribute to the Mayor's budget by eliminating their garbage pick up for a week? And then to be fined because they either didn't get the memo or thought twice about placing a week's worth of garbage back in the house or garage.
Why doesn't this Mayor think ahead two or three steps. For $4 or less, they could have chosen to pay a ransom to cover the lousy $40,000 for pure sanitary reasons. As unfair as that idea sounds, people of consciousness may place health over a piddling amount of savings.
This kind of patchwork, spur of the moment, strike one neighborhood to save an entire city a few bucks is just what it smells like "GARBAGE."

Numbers on Toledo's continual population decline - "Toledo's population loss since 2000 was the 10th-fastest among 258 U.S. cities with populations of more than 100,000 people. Toledo's population fell from 313,782 residents in 2000 to an estimated 298,446 last July, a loss of 15,336 people, or 4.9 percent. The new estimate means Toledo's population declined by 2,839 people one year - from 301,285 in July, 2005.
