Questions about the budget

I have a few question on the budget, can anyone help me out with them?
(for city council. page 71)
1. What exactly are the medicare expenses?
2. p/r auto allowence $13332
3. Travel expense $3812
4. Parking expence $5200
5. muni garage charges? $2527
6. Membership and dues? $953

Cant say for certain how the City defines its line items but every employer pays a Federal FICA match, which goes to fund Medicare. In 2007 6.2% is witheld from the employee's pay and the employer pays a matching amount. The employers' matching amount is an employer expense not compensated for by the employee.

Memberships and dues could be professional organizations for employees - such as Ohio State Bar Association memberships for law dept. attorneys, etc.

Wouldn't it be funny if it was revealed some of it was some employees UNION DUES?

Actually, thats one of the reasons why i asked. Also this was under city council's budget and if it is for the Bar association fees then why is the city paying for it? Some may be lawyers but they're not lawyers for the city.

The Ohio Bar Association isn't a mandatory union like other states. Ohio is a right to lie, cheat, and steal work state for members of the second oldest profession.

Being a well-dressed clerk is a skilled profession.
