Ohio Republicans voting for Hillary was allegedly a tactic to keep the Democrat race going. Sort of like the Daily Kos idea of having Michigan Democrats vote for Mitt Romney back in January, since Michigan did not count for the Democrats back then.
"Michigan Democrats should vote for Mitt Romney, because if Mitt wins, Democrats win."
"This isn't a pro-Romney effort. The [Michigan] Democratic race is irrelevant. Open primaries are stupid."

Both parties do it. Those opposed to this perfectly legal classic dirty trick should work to eliminate open primaries.
Not to be dumb (Ok, to be dumb), but I suppose you'd contact a state's head of the Republican and/or Democratic party? Or would it be the state's secretary of state, as head of a particular state's board of election? I guess the latter is more likely.
I'm not opposed to people switching their party affiliations to vote in a particular primary. There are, in fact, legitimate reasons to do that sort of thing. BUT I think one should have to register their new party affiliation a minimum of 30 days prior to the election. Certainly that requirement wouldn't be unreasonable, as it is the same requirement to vote, period, for the first time or when you move to a new address.
It was just a trick they borrowed from the democrats who crossed over to vote for McCain--and it worked just fine!
