Best value on mulch?

Without having to make a ton of phone calls or drive around wasting my precious gas (lol), does anyone have suggestions on where the best value on mulch is?
I do not have a preference for color, size, etc. Just looking to dress up the front yard. I do not have a pickup or trailer so bags would be best.
Any help would be appreciated.

Do NOT go to Clean Wood Recycling on W. Bancroft. I made the mistake of getting both mulch and compost there three years ago. It was full of stones, broken tail light parts, old carpet fibers, butter tub plastic, and a lot that was unrecognizable - just about everthing under the sun. I'm still picking it out of the gardens. This outfit has the contract with Lucas County and is paid by Lucas County to be the green waste recycler. I complained. One of the owner's (two brothers) came out and looked. He said I was nuts, that mulch and compost could both contain certain amounts of those materials and he (a big man) got physically intimidating and hostile. I was a 60 yr. old woman home alone. My word against his. Talked to the County but of course nothing happened.

I would add that I sieved some for the guy to look at and it was at least 20% rubble.

Menard's has a good selection of mulch and the price is reasonable.

Menard's in North Toledo-Alexis Rd. has their grand opening this week and has mulch on sale.

K Mart usually has cedar mulch (which I use around my roses) for a good price - usually the cheapest in the city - and a good supply.

The city of Toledo will sell you mulch from the trees they take down. If you need more than bags, I highly recommend it. They can deliver and the price for both the mulch and delivery has been cheaper than anyone else I researched. The mulch was very good quality and the consistency was 'fine' - comparable to the cedar mulch consistency I use around the roses. It was also a color than blended well with the cedar mulch, so it didn't look like I used two different kinds.

Clean City mulch for $15 a cubic yard plus delivery from the City Forestry Dept. south of Hill Ave. west of Westwood & RR tracks [opp. Dietrich's Health Foods]. Check out the "Need Mulch" billboards & the Buckeye Cable ads. They have light [wood only] & dark [wood & leaves- provides nitrogen].
