it is now off the table as a campaign issue. it will be 6 months before contracts come up for bid and years before drilling can start. it can be stopped at any point along the way.
it may be pyschology for the public but not for the market. the market knows it is a pittance but the public will go from chanting "drill baby drill" to "consume baby consume" and continue to buy suv's and the higher demand will lead to yet higher prices - just a plausible guess.
