Creepy little boy in window

Next time you are on Alexis Road towards Sylvania, check out the creepy little boy in the window of the irrigation place across from the Dairy Queen. I believe the irrigation store is between Secor and Talmaldge, but closer to talmaldge.
I've tried to go up the window and talk to the little boy, but he doesn't answer, he just stands there with that creepy blank stare on his face.
