Rules about Parking on the Street?

Are there any rules about street parking concerning who can park in front of your house? My neighbor insists on parking in front of my house even though he has just as much room in front of his. The problem is it makes it more difficult for me to park in front of my house and it is ugly enough having one car in front of my house but with two I feel claustrophobic. Most of the time his space is free but I think he likes to park by my house because it is shady. Any ideas? I think it is kind of rude.
